In most affected countries, HIV/AIDS can be so pervasive that it assaults, as surely prolonged conflict, the essence of the nation state, secure families, communalities, economic and political institutions. The AIDS epidemics, unprecedented in the scale and impact . is both immediate global emergency and evolving long term threat.
